Modernising the Energy Licence Framework in Victoria

On 25 June 2015 – the Essential Services Commission released an issues paper on potential modifications to Victoria’s energy licencing framework. The commission is seeking feedback on:

  • a lack of flexibility and proportionality to respond to emerging energy technologies and business models;
  • a lack of clarity between the licencing framework and national regulation of generation and networks;
  • inconsistency between licences; and
  • inefficiencies in licence administration.

Submissions on the issues paper closed on 6 Aug and a draft decision is expected towards the end of 2015.
